The Energy Commission assigns 125 ZIP codes to zone 7 — about 4.6 per cent of every ZIP code it lists, and the 10th largest of the sixteen. Places in it include San Diego, Chula Vista, Oceanside, Carlsbad, Encinitas and National City.

The zone is geographically contiguous — it occupies one continuous block of the state rather than being scattered. The ZIP codes fall in the prefix ranges 919xx, 920xx, 921xx.

What drives compliance in zone 7

Of all sixteen assignments this one asks the least of a building. Winters are short and summers are tempered by the ocean, so a design here starts with more headroom than it would anywhere else in California. The trap is complacency: a scheme that passes comfortably at this address may be nowhere near adequate a few miles further from the water, and the numbers do not travel.
