Why location matters
California is divided into sixteen climate zones. The zone a project falls in determines the insulation, glazing and equipment performance a report has to demonstrate, so two identical houses in different parts of the state can need different specifications to comply. A city can span more than one zone, which is why the zone is confirmed per project address rather than assumed from the city name.
Local building departments also differ in how they want compliance documents submitted, and some jurisdictions add their own reach-code requirements on top of the state standards.
