A small zone with two valleys in it

Zone 15 has 52 ZIP codes, fewer than any other zone except zone 5. Indio's two, 92201 and 92203, sit in it with the rest of the Coachella Valley, and so do El Centro, Brawley and Calexico in the Imperial Valley, Borrego Springs in San Diego County, and Blythe and Needles on the Colorado River. It is the low-desert zone.

The boundary that matters most to Indio runs north, over the Little San Bernardino Mountains. Yucca Valley, Joshua Tree and Twentynine Palms are zone 14, the high desert, where winter nights are cold enough to change what a design has to do. A report prepared for a house there does not transfer to Indio, and the reverse holds just as firmly.

The utility it shares with the Imperial Valley

Indio's electricity comes from the Imperial Irrigation District. IID entered the power business in 1936 and has served the Coachella Valley since 1943, when it bought the Nevada-California Electric Company; it now has more than 150,000 customers in Imperial County and parts of Riverside and San Diego counties. In 2023 IID and the City formed the Indio Electric Financing Authority to pay for new substation capacity, beginning with the Avenue 42 substation, and in 2025 Indio, La Quinta and Riverside County founded the Coachella Valley Power Agency.

The utility does not set Title 24 targets; the zone does. It enters one ADU question. The Energy Commission lets the solar a new detached ADU requires be added to an existing array on the same lot, provided the load-serving entity allows the expansion. In Indio, that is IID's decision.
