The hills do not change the zone

The most common assumption we correct on Anaheim projects is that Anaheim Hills must be a different climate zone from the flat west end of the city. It is not. 92807 and 92808 both carry zone 8, the same as 92801 near the Disneyland Resort. The Energy Commission is grouping areas by heating and cooling demand, and a few hundred feet of elevation inside one inland city does not produce a different demand profile.

This matters mainly because it removes a question. A report for a hillside lot and a report for a flat lot in Anaheim are modelled against the same zone 8 requirements, so nothing about the location changes which targets the design has to reach.

What does change it is the coast

Orange County is split between two zones, and the boundary runs roughly parallel to the shoreline rather than along any city or county line. Westminster (92683) is zone 6. Garden Grove (92840), immediately inland of it, is zone 8 — the same as Anaheim. Two adjacent cities, two zones, because one sits inside the marine layer's reach and the other does not.

The coastal side holds Huntington Beach, Fountain Valley, Costa Mesa and Newport Beach, all zone 6. The inland side holds Anaheim with Fullerton and Orange, all zone 8. A project brief that says "Orange County" has therefore not yet said which requirements apply.

Why zone 8 is not zone 6

Zone 8 runs warmer in summer and sees a wider daily swing than the coastal strip, so cooling load and solar heat gain through glazing carry more weight in the calculations. A west-facing glass wall that models comfortably in Westminster can fail the same check in Anaheim. It is the single most common reason a design copied from a coastal project needs reworking here.
