What this guide calls Northern California

It means the 23 counties left once the metro and valley guides are taken out: the North State, North Coast and Sierra. The Bay Area, North Bay, Greater Sacramento and Central Valley have their own guides. Butte, Tehama, Glenn, Colusa and Shasta lie in the Sacramento Valley but sit here with Chico and Redding, and Mendocino and Lake are sometimes called North Bay. The grouping is ours, not an official boundary.

Zone 16 is the common case

zone 16 holds 130 of the region's 315 ZIP codes, ahead of zone 11 with 60, zone 2 with 41, zone 12 with 41 and zone 1 with 40. Del Norte holds zones 1 and 16, Trinity 2 and 16, and Butte 11 and 16. For a new house, Table 150.1-A treats zone 16 as its own case: it alone asks for slab-edge insulation (F-0.58 with R-7), and it asks for R-19 on below-grade exterior walls where most zones ask for R-5. It sets no solar heat gain limit, no whole-house fan and no cool roof. A 2,400 square foot house needs about 3.17 kWdc of PV in zone 1, 2.64 in zone 16 and 3.45 in zone 11.

Exception 3 to Section 150.1(c)14 excuses PV where the agency approves a roof design and finds the panels cannot meet ASCE 7-16 snow loads, and roof area with under 70 percent annual solar access, counting trees and hills, is left out.

After a fire

CAL FIRE records 18,804 structures destroyed in the 2018 Camp Fire in Butte County. A rebuild meets the code in force when the permit application is submitted, now the 2025 Energy Code, and wildfire construction rules have sat in Title 24 Part 7 since 1 January 2026. Redding's plan sets print zone 11 and a 30 psf snow load, and the sets we checked cite the 2022 Energy Code, so confirm which edition the department accepts.
