Los Angeles, Orange, San Diego, Ventura and Imperial counties share one Energy Code and eight climate zones. The zone, not the county line, decides what a report has to prove.

Which counties belong here
The Southern California Association of Governments covers six counties: Imperial, Los Angeles, Orange, Riverside, San Bernardino and Ventura. This guide takes Los Angeles County, Orange County, San Diego County, Ventura County and Imperial County, and gives Riverside and San Bernardino to the Inland Empire guide so each county has one primary page. What changes from the coast to the desert
299 of the region's 533 ZIP codes are in the inland zone 8 and zone 9. In the coastal zone 6 and zone 7, such as Long Beach, Oxnard and Oceanside, a new house may have U-0.065 walls and needs no whole-house fan. Zones 8 and 9, such as Anaheim and Pasadena, need U-0.048 walls and a fan. Zone 15, the Imperial Valley, has the tightest solar heat gain limit in the table, 0.20. Los Angeles spans zones 6, 8, 9 and 16, so the address sets the zone.
On the equation alone, a one-unit building owes no PV below about 960 square feet in zone 6, 720 in zone 9 and 210 in zone 15 (Exception 2 to Section 150.1(c)14). See ADU solar requirements.
Rebuilds, the coast and local rules
For homes destroyed in the January 2025 fires in Los Angeles and Ventura counties, Executive Order N-29-25 allows the 2022 Energy Code and suspends PV and battery requirements; see the wildfire rebuild guide. The Coastal Commission puts the coastal zone at generally under 1,000 yards inland in developed areas, and state law gives 60 days to decide a coastal permit for an ADU. Two of the Energy Commission's ten approved ordinances for the 2025 code are here: Encinitas and Ojai. Pre-approved ADU plans differ by city: Garden Grove leaves Title 24 sheets to the owner, Torrance asks for energy calculations and Escondido supplies them.
