Simi Valley's two street ZIPs, 93063 and 93065, are both zone 9 in the CEC's ZIP-code table, and the Commission's own building climate zone map agrees — the whole city falls in zone 9 on that map as well, with none of the ZIP-table ambiguity that some neighbouring cities have to explain.
