Three zones and a mountain range in the middle
The valley zone covers Bakersfield and the agricultural floor around it — Shafter, Wasco, Delano, Arvin, McFarland, Taft and Buttonwillow. It is the same zone that runs north through Fresno.
South-east of Bakersfield the land climbs into the Tehachapis and the mountain zone, and beyond them drops into the Mojave, a high-desert zone taking in Mojave, California City, Ridgecrest and the eastern county.
A county crossed by the pass
Kern is where the San Joaquin Valley ends and the desert begins, and the transition is made over a mountain crossing rather than gradually. That produces three genuinely different design conditions inside one county: a hot valley with high cooling loads, a mountain zone with real heating loads, and a high desert with both.
Almost all of the county's construction sits in the valley zone, so for most applicants the answer is settled. For anything east or south of the Tehachapi crossing it is not, and valley figures would be the wrong starting point.
