Three zones, west to east

The western half — Corona, Norco, Jurupa Valley, Moreno Valley, Perris, Hemet, San Jacinto, Menifee, Murrieta, Temecula and Lake Elsinore, along with the City of Riverside itself — sits in an inland-valley zone shared with parts of San Bernardino County.

East of the San Gorgonio Pass the county becomes desert. Palm Springs, Cathedral City, Rancho Mirage, Palm Desert, La Quinta, Indio, Coachella and, much further out, Blythe all sit in a desert zone. Between and above them, the San Jacinto range — Idyllwild, Pine Cove, Mountain Center — sits in the mountain zone.

The sharpest boundary in the county

It runs through the Pass on Interstate 10. Beaumont sits in the valley zone; Banning, immediately next to it, sits in the desert zone, as does Cabazon a few miles further on. Two neighbouring cities, two different sets of requirements, because the Pass is where the coastal air gives out.

City and unincorporated permitting

A project inside a city's limits is permitted by that city. A project on unincorporated land is permitted by the county instead, and the two can run different submittal processes even where the energy requirements are identical. The California Energy Code itself is statewide — what changes locally is the climate zone the site falls in and how the jurisdiction wants the compliance documents presented.

Because the county contains more than one zone, the requirements are confirmed from the project ZIP code rather than from the county name.
