A Corona ZIP that is mostly not Corona
The Census Bureau's 2020 geography splits the land in the 92883 ZIP area three ways. About 6% is inside the City of Corona and about 34% is Temescal Valley, while the rest, close to 60%, belongs to no city or Census community at all. Temescal Valley is unincorporated Riverside County, so a home there with a Corona mailing address is a County permit rather than a City one. The same thing happens on a smaller scale elsewhere: Home Gardens shares 92879, El Cerrito shares 92881 and Coronita shares 92882, each an unincorporated community.
Two things do carry across the line. Under a contract with the County, the Corona Fire Department responds in Coronita, El Cerrito, Home Gardens and Temescal Valley, backing up the County's own first response, so City crews work where the City issues no building permit. The climate zone carries across too, since each of those communities shares a ZIP with the city and is zone 10. The energy targets are therefore the same on both sides; only the counter that checks them changes.
The zone does change to the west. Through the Santa Ana Canyon in Orange County, Yorba Linda (92886) is zone 8, so a design carried over from there is rerun before it is submitted here.
A second electric utility
Southern California Edison supplies most of Corona. The City started an electric utility of its own on 4 April 2001, by Council resolution, in response to the statewide rolling blackouts, and today it serves small areas near Dos Lagos, The Crossings, Corona Pointe and Princeland. A new development joins it only if the site falls inside the City's electric service area and capacity is available. That reaches plan check: a project with electrical plans inside the service area needs an extra set of plans, and the utility does not allow a Tesla Backup Switch or a similar device on the meter, which matters when solar is paired with a battery.
Fire maps and the wildfire chapter
About 3,000 structures in Corona sit in the Very High Fire Hazard Severity Zone, and just over 14,000 more are within half a mile of it. The City adopted the State Fire Marshal's map of 24 March 2025 by Ordinance 3418 in June 2025, and its fire department says applicants in High zones now meet the same standards as those in Very High ones. Ordinance 3421, adopted on 19 November 2025, brought in the 2025 Energy Code as Chapter 15.09 of the municipal code with no local energy amendment, alongside a new chapter for the California Wildland-Urban Interface Code.
Submitting plans
The Building Division takes plans in person or electronically through eTRAKiT, never by mail, and reviews them in ProjectDox: 10 working days for a first submittal, 5 for a resubmittal. The single-family checklist asks for two sets of Title 24 energy calculations and for the compliance forms to appear on the plans. A voluntary AI prescreen checks a set for completeness before it goes in; the City is explicit that it is not a plan check.
