Four zones around one valley

All three Temecula ZIP codes, 92590, 92591 and 92592, are zone 10. So are Murrieta to the north and Fallbrook across the San Diego County line, which here changes nothing. The changes come with distance from the sea and with terrain. Oceanside, on the coast, is zone 7. Inland to the east, the Energy Commission assigns Aguanga's ZIP (92536) to zone 15, the low-desert zone of the Coachella Valley, and Anza's (92539) to zone 16, the mountain zone.

Aguanga is the one people do not expect, and it shows how the table works: each ZIP carries a single zone across all of its area. The Commission notes that where a ZIP spans more than one climate region, a jurisdiction may designate one zone for the whole of it. City permit or County permit

A Temecula mailing address is not always a City of Temecula permit. The Temecula Valley Wine Country policy area lies east of the city and belongs to the County of Riverside's General Plan, under its Southwest Area Plan, with separate winery, equestrian and residential districts; projects there are permitted by the County.
