Who completes it, and why that matters
This is the form most often misunderstood, because people assume whoever produced the CF1R produces the rest. They do not. The CF2R is an installer's declaration: the party who fitted the windows, ran the ducts, installed the HVAC equipment, fitted the ventilation, did the insulation, or carried out the work affecting envelope tightness signs to confirm what was installed and that it matches the approved design.
A documentation author cannot sign for work they did not perform, which is why a CF2R cannot be produced in advance along with the CF1R.
One form per installation type
Most compliance requirements have their own CF2R specific to that installation, so a project generates several rather than one. A house with new windows, a new ducted heat pump and new insulation produces separate certificates for each, each signed by the relevant contractor.
When it has to be done
During construction, as the work happens — not retrospectively at the end. That sequencing matters on anything requiring field verification, because a rater needs the installation certificates in place before verifying, and some measures cannot be inspected once the building is closed up.
The practical failure
Missing CF2Rs at final inspection, usually because a subcontractor finished and left without completing theirs. The work may be perfectly compliant and the paperwork still incomplete, and chasing a departed trade for a signature is slower than getting it at the time. On projects with several regulated trades it is worth naming who owns each CF2R before work starts.
