What Is an LMCC Form?

The LMCC is the Certificate of Compliance for a low-rise multifamily building — three or more dwelling units, up to three habitable storeys. It is the multifamily equivalent of the CF1R.

Which buildings it covers

Two conditions. The building has three or more dwelling units, which is where the multifamily standards begin — a duplex is Group R-3 and uses the single-family CF1R family instead, as do townhouses regardless of height. And it has up to three habitable storeys; from four storeys up a multifamily building is documented on the nonresidential and high-rise multifamily NRCC set.

A habitable storey is one containing space people may live or work in with at least half its volume above grade, so a partly buried podium or garage level can move a building across that line.

Registered or not — decided by scope

This is the part that catches projects. An LMCC may be issued without being registered in an approved data registry only where the project's scope contains no measure requiring field verification and diagnostic testing. As soon as one such measure is present, the required certificates have to be registered.

So the design decisions drive the administrative route rather than the size of the building. A modest project relying on a verified measure carries more process than a larger one that does not.

The rest of the family

The LMCI is the Certificate of Installation, completed during construction. The LMCV is the Certificate of Verification and has to be completed by a certified ECC Rater.

A current practical gap

Fillable prescriptive LMCC forms are published for projects that do not require verification. For prescriptive forms that do need registering, approved provider registries have not all been in place, affecting new construction and additions and alterations alike. The route a project takes is therefore worth confirming against what is currently available rather than assumed from the code text.
