The six-county region

The Sacramento Area Council of Governments describes its region as El Dorado, Placer, Sacramento, Sutter, Yolo and Yuba counties and 22 cities, and this guide uses that. We have pages for Sacramento County, Placer County, El Dorado County and Yuba County; the CEC table puts Sutter in zone 11 and most of Yolo in zone 12. Sacramento versus Roseville

The region's 147 ZIP codes sort into zone 12 with 87 (Sacramento, Elk Grove), zone 11 with 38 (Roseville) and zone 16 with 22 in the foothills. The envelopes for a new house are near-identical in zones 11 and 12 (U-0.27 windows, SHGC 0.23, a fan and a cool roof); only concrete raised floors differ, R-8 against R-4. Solar splits them: a 2,400 square foot house needs about 2.87 kWdc in zone 12 and 3.45 in zone 11, 20 percent more, and the equation alone owes no PV below about 650 square feet in zone 12 and 430 in zone 11. Foothill roofs may use the snow-load exception, Exception 3 to Section 150.1(c)14.

Power, tracts and local rules

The Sacramento Municipal Utility District is community-owned and provides electricity to Sacramento County, and the Energy Commission says adding PV for a detached ADU to an existing array depends on the load-serving entity. Elk Grove's 2025 progress report says almost 70 percent of new production-home permits were all-electric. Section 110.10 requires a 250 square foot solar zone only for houses in subdivisions of ten or more without PV.
