All-electric by choice

The figure comes from the city's own annual progress report to the council in March 2026, which notes that production homes moved toward all-electric construction without additional City mandates. The climate action plan in force that year asked projects relying on it for environmental review to make 10 percent of their homes all-electric. The update adopted in June 2026 revised its housing measures to comply with AB 130 and keeps an all-electric rule only for the city's own buildings, and the ordinance adopting the 2025 codes, effective 1 January 2026, takes the Energy Code as published.

The utility has a stake as well. SMUD runs an incentive for production builders whose new homes are all-electric, and its program manual says the incentive ends if a local or state code makes all-electric construction mandatory. For the energy report the choice is a design input: an all-electric house and a mixed-fuel one are each measured against the same zone 12 standard design.

An Elk Grove ZIP code is mostly county land

Elk Grove incorporated on 1 July 2000, and its limits do not follow its ZIP codes. By Census 2020 land area, less than half of 95624 and only about a sixth of 95757 fall within the city; nearly all the rest is unincorporated Sacramento County, Franklin included. About 8 percent of 95758 is the City of Sacramento. A lot outside the city limits is permitted by the county's Building Permits and Inspection Division, on its own portal. The zone does not change, since Wilton, Franklin and Galt are all zone 12; the plan reviewer does.

The two-bedroom set is drawn to the 2025 codes, lists climate zone 12 in its project data, and for heating and cooling points to the Title 24 energy calculation documentation, which is prepared for the specific lot. Solar goes in on a separate permit.

Full plan reviews are uploaded to the Building Division through the city's Building Filedrop under its Electronic Plan Review Policy, G-19-33; a submittal that ignores the policy comes back as incomplete. The State Fire Marshal's 2025 hazard map for the city, dated 10 March 2025 and published by the Cosumnes fire department that serves it, shows High and Moderate zones only; a new building in a High zone takes on the wildfire construction rules of the California Wildland-Urban Interface Code as well.
