Title 24 Reports in Fairfield
Both of Fairfield's street ZIP codes are climate zone 12. Within a short drive there are two more: American Canyon, over the Napa County line, is zone 2, and Vallejo is divided between zones 3 and 12 inside its own city limits.

Two more zones before the bay
Fairfield (94533 and 94534) is zone 12, and so are Suisun City, Vacaville and Benicia. Cross into Napa County and the assignment changes at once: American Canyon (94503) is zone 2, the North Bay valley zone it shares with Napa and Santa Rosa. Here a county line and a zone line happen to fall together.
Vallejo is the case that cannot be assumed either way. Three of its ZIP codes — 94589, 94590, 94592 — are zone 3, while 94591 is zone 12, the same as Fairfield. The three zones run on different weather data and carry different prescriptive targets, so one plan can comply in Fairfield, miss in American Canyon and land either way in Vallejo depending on the street. For anyone building across southern Solano and Napa counties, the ZIP code is the first fact a report needs.
Fairfield BUILD replaced TRAKiT
The city moved its permitting onto Fairfield BUILD — Building, Utilities, Inspections, Land and Development — on 22 April 2025, retiring the TRAKiT system it had used since 2014. Building, Planning, Fire and Public Works permits now share one portal, where an applicant sets up an account, attaches the plans and books inspections. One detail catches people out: the city asks that uploaded PDFs are not secured or password-protected, and that includes the energy compliance report.
What Building Safety expects with the plans
The Building Safety Division of the Community Development Department reviews all new construction, improvements and alterations to existing structures in Fairfield. Its own guidance on energy is direct: where the performance method is used, an energy consultant runs the computer analysis and the compliance report goes to the Building Division with the building plans. The report is part of the first submittal, not something added after the first round of comments. It is prepared under the 2025 Energy Code, which applies to applications submitted on or after 1 January 2026.
Hazard mapping on the city's edge
The Fire Department publishes Fairfield's Local Responsibility Area fire hazard severity zone map. Under Government Code 51179 a local agency designates those zones by ordinance and may add areas to the state's recommendation but not remove them. A new building on a parcel mapped High or Very High takes on wildfire construction requirements as well, and the windows and roof those requirements lead to are the ones the energy report has to model.
