Being near the water is not the test
Martinez, Port Costa and Crockett all sit on the strait, and all carry zone 12. Rodeo and Hercules, just west of Crockett, are zone 3, the zone of Richmond and Oakland. In this part of Contra Costa the change comes at a point along the shoreline, not at the shoreline itself — so a waterfront lot in Martinez is modelled on the same inland zone as a lot in central Concord, with summer cooling at the centre of the calculation in both.
The fire district sets the hazard rules
Concord does not adopt its own wildfire hazard map. The Contra Costa County Fire Protection District, Con Fire, is the lead agency for adopting the CAL FIRE Local Responsibility Area maps that cover the city, released on 24 February 2025. The city's building-code page likewise points to Con Fire's amendments to the 2025 California Fire Code and the 2025 California Wildland-Urban Interface Code. On a lot inside a mapped zone the wildfire construction details are settled against the district's rules, and the energy report has to describe the same roof and windows that satisfy them.
No local energy amendments to model
Some jurisdictions add energy requirements of their own, and the Energy Commission has to approve them first. Contra Costa County did, for the 2022 code: Ordinance 2024-17, approved on 17 March 2025, adding electric-readiness requirements and tighter compliance margins. That is a county ordinance for county permits. Neither the county nor Concord appears on the Commission's list for the 2025 code, so an application filed in the city today is modelled against the 2025 Energy Code as published — the edition that applies to permit applications submitted on or after 1 January 2026.
Twelve thousand homes on the old weapons station
The largest block of future construction in Concord is the former Naval Weapons Station, about 2,422 acres. The Navy approved the term sheet for the reuse project on 24 September 2026, and the project plans call for 12,272 homes, a quarter of them affordable. A specific plan comes next, with community engagement expected from early 2027. Each of those homes will be held to whichever edition of the Energy Code is in force when its permit application goes in.
