Why almost every office fit-out qualifies

Because lighting is nearly always part of it. Reconfiguring an open floor into offices and meeting rooms means moving fittings, changing the layout, and usually changing the controls — and indoor lighting is one of the systems the code regulates directly. Even a fit-out that leaves the base building services alone typically redesigns the lighting.

Lighting power density is the usual test

Indoor lighting is capped by lighting power density: the installed lighting power allowed per square foot of the area it serves. A design either sits inside the allowance for the space type or it does not, and the fix is usually fitting selection rather than layout. Automatic shutoff control of the indoor lighting is also required in nonresidential buildings, which on a fit-out means the control scheme has to be shown, not just the fittings.
