What Is an NRCC Certificate of Compliance?
The NRCC is the Certificate of Compliance for a nonresidential project — the design-stage document submitted with the permit application. It is the commercial equivalent of the CF1R.

One certificate, several disciplines
Unlike a house, where a single certificate covers the building, a commercial project is documented discipline by discipline. There are separate NRCC parts for the envelope, for indoor lighting, for outdoor lighting and for mechanical systems, and a project completes the parts that match its scope.
That is why a lighting-only tenant improvement produces a much thinner submittal than a restaurant fit-out: one is a single discipline, the other is three or four. It also means asking "do I need an NRCC" is really asking which parts apply.
The three stages
The NRCC is the design-stage Certificate of Compliance, prepared from the drawings and submitted for permit. The NRCI is the Certificate of Installation, completed during construction by the parties who install the regulated work. The NRCV is the Certificate of Verification, completed by a third party where field testing or acceptance work is required.
That is the same three-stage pattern the residential and multifamily form families follow — design, installation, verification — under different prefixes.
Acceptance testing
The part of commercial compliance most often underestimated. Certain lighting controls and mechanical systems have to be demonstrated to work after installation, not merely specified, and that is signed off by the party carrying out the test. It happens on site near the end of the job, so it is a programme item as much as a paperwork one, and it is much cheaper to plan for at design stage than to discover at final inspection.
Why it comes back at plan check
Usually because the certificate and the drawings disagree — a fitting schedule revised after the documents were issued, or mechanical equipment changed. Reissuing against the current drawings resolves it.
