What Plans Are Needed for a Commercial Title 24 Report?
A floor plan, a reflected ceiling plan with the lighting schedule, and whatever defines the mechanical scope. On commercial work the schedules carry more information than the drawings do.

The lighting information is the core of it
A reflected ceiling plan showing fitting positions, plus a lighting schedule giving the type, quantity and input wattage of each fitting, is what the lighting compliance is built from. Input wattage rather than lamp wattage is the figure that counts, because the allowance is measured on installed power. A schedule that lists lamp types without wattages is the most common reason a commercial job stalls at the start.
The control scheme matters too — what switches what, and how the automatic shutoff is achieved. That is often on the electrical drawings rather than the architectural set.
Area by space type
The lighting allowance depends on what each area is used for, so the floor plan needs to make the use of each space clear — sales floor, office, storage, corridor, kitchen. A plan with rooms labelled by number only has to be interpreted, which is slower and less accurate than a plan that names uses.
Mechanical scope
Whatever defines it: an equipment schedule, a mechanical plan, or in the simplest cases a clear written description of what is being added, replaced or left alone. On a project where the base building conditioning is untouched, saying so explicitly is genuinely useful — it removes a question rather than leaving it to be inferred.
What is not needed
A finished permit set. Commercial documents are better prepared while the lighting design can still change, because that is when a lighting power problem is cheap to fix. Send PDFs of what exists and note what is still in progress; the plan review is also how the quote is produced.
