Does a Retail Tenant Improvement Need Title 24?

Usually yes. Retail build-outs are lighting-led, and because display and accent lighting is power-hungry, the lighting allowance is where compliance is most often won or lost.

Retail is a lighting problem before anything else

Merchandising depends on light. Accent lighting on displays, feature lighting on a shopfront and higher general levels across a sales floor all consume more installed power per square foot than an office does, and the code allows for that — but within a limit. Retail build-outs therefore run closer to the lighting power allowance than most other project types, which is why the lighting design and the compliance documents need to be developed together rather than in sequence.

Where projects get caught

A lighting scheme designed purely for effect, then handed over for compliance, is the common failure. The design is usually rescuable — more efficient fittings, fewer of them, or reallocating power between general and accent lighting — but changes at that stage cost more than they would have earlier. Automatic shutoff control of the indoor lighting is also required, so the control scheme has to be documented, not only the fittings.

Mechanical and envelope

Many retail TIs leave the base building's conditioning alone, which keeps the mechanical scope light. Where a unit gets its own new equipment, or ductwork is reworked to suit a new layout, that becomes part of the documentation. Envelope work is less common, but a new shopfront, added glazing or a replaced entrance brings it in.

Multi-site rollouts

A brand rolling out a standard layout across several California sites cannot reuse one set of documents. Climate zone varies by address and the base building differs at each site, so each location is documented on its own even where the fit-out design is identical.

Retail work is quoted after a plan review, because the documentation load follows the lighting and mechanical scope rather than the floor area.
