Five climate zones in one county
The spread runs west to east and then north. The beach cities — Santa Monica, Manhattan Beach, Redondo — sit in the mildest coastal zone. Much of the central basin, from Inglewood through downtown to the San Gabriel Valley, sits in another. Pasadena, Burbank and the inland valley cities sit in a warmer one again.
Then the county keeps going. The San Gabriel Mountains put a small number of ZIP codes in the mountain zone, and beyond them the Antelope Valley — Lancaster, Palmdale and the high desert around them — sits in a high-desert zone that has almost nothing in common with Santa Monica. Same county, same building code, entirely different energy targets.
What that means in practice
It means the county name carries no information about requirements. A designer working across Los Angeles County is working in five sets of numbers, and a set of calculations cannot be moved between projects without checking the zone first. It is also why the larger cities inside the county are worth treating individually — the City of Los Angeles alone crosses four zones.
City and unincorporated permitting
A project inside a city's limits is permitted by that city. A project on unincorporated land is permitted by the county instead, and the two can run different submittal processes even where the energy requirements are identical. The California Energy Code itself is statewide — what changes locally is the climate zone the site falls in and how the jurisdiction wants the compliance documents presented.
Because the county contains more than one zone, the requirements are confirmed from the project ZIP code rather than from the county name.

Los Angeles County contains California climate zones 6, 8, 9, 14 and 16. The zone drives the insulation, glazing and equipment performance a report has to demonstrate, and it is confirmed from the project ZIP code against the Energy Commission's published table.
