Roofs designed for snow
Palmdale amends section 1608.2 of the Building Code so that roofs are designed for a ground snow load of 20 pounds per square foot. Its solar chapter states the underlying fact: Palmdale's climatic and topographical conditions create a snow load greater than is normally found in California, and on that basis the City may modify the state's solar permitting guidebook for snow loads and high winds. It is the same climate that makes winter heating a real load in zone 14, alongside summer cooling. The array the Energy Code requires on a new home is mounted on a roof designed for that load, and single-family or duplex solar permits can use SolarAPP+.
Where the City stops
Los Angeles County plans the unincorporated Antelope Valley, about 1,800 square miles that leave out Lancaster and Palmdale, and several of its communities press against the city. Leona Valley is bounded by Palmdale to the north and east. Acton lies to the south along State Route 14, set apart by hillsides and ridgelines. Quartz Hill is surrounded by the two cities. Even the Palmdale Regional Airport parcels owned by Los Angeles World Airports are unincorporated territory with the City all around them. By Census land area, Leona Valley is about a fifth of the 93551 ZIP.
None of that moves the zone. Acton (93510) is zone 14, and Leona Valley and Quartz Hill sit inside Palmdale and Lancaster ZIPs that are zone 14 too. What changes is who issues the permit.
South over the hills, two other zones
The change comes past Acton. In Santa Clarita, the next city down Highway 14, Canyon Country (91351) and Valencia (91355) are zone 9, while the 91390 ZIP that takes in Agua Dulce is zone 16, the mountain zone. A design brought up from a Santa Clarita job enters a different zone either way and is modelled again.
Before the lot is cleared
Palmdale's desert vegetation chapter calls for a removal permit before any native desert vegetation comes out, a census of western Joshua trees where one is to be relocated or removed, and a desert vegetation preservation plan with any development application on such a site; projects outside its listed categories need an incidental take permit from the California Department of Fish and Wildlife. The City's standard ADU plans are free conceptual designs. They are not construction-ready, the City says; the applicant still supplies architectural and structural sets with Title 24 compliance.

The Building and Safety Division, part of Economic and Community Development, takes every application through the Accela Citizen Portal and reviews plans in DigEplan, Title 24 energy calculations among the usual uploads; County Fire reviews separately on EPIC-LA. The City's bulletin drew the line between code editions at 5 pm on 31 December 2025. Ordinance 1661, which adopted the 2025 codes, kept the City's existing amendments rather than adding new residential ones, citing the moratorium in Assembly Bill 130, and Ordinance 1656 adopted the fire hazard map in August 2025. Electricity is bought through Energy for Palmdale's Independent Choice, the City's own programme, and carried on Edison's lines.
