Eight counties, taken from the air district
The San Joaquin Valley Air Pollution Control District covers San Joaquin, Stanislaus, Merced, Madera, Fresno, Kings, Tulare and the valley part of Kern, and this guide uses those eight. We have pages for San Joaquin County, Stanislaus County, Madera County, Fresno County, Tulare County and Kern County; every Merced ZIP code is zone 12 and every Kings one is zone 13. The Sacramento Valley is split between Greater Sacramento and the Northern California guide. Kern's Mojave side is zone 14, shared with the Southern California guide.
Zone 12 and zone 13 side by side
zone 13 holds 127 of the region's 237 ZIP codes (Fresno, Visalia, Bakersfield), zone 12 holds 74 (Stockton, Modesto) and zone 16 holds 26 on the Sierra edge. The two valley envelopes are nearly twins: whole-house fan, 0.20 cool steep roof, U-0.27 windows and SHGC 0.23. Zone 13 adds 0.63 reflectance on low-sloped roofs and R-8 under concrete raised floors against R-4. Solar differs more: a 2,400 square foot house needs about 2.87 kWdc in zone 12 and 3.66 in zone 13, and the equation alone owes no PV below about 650 square feet in zone 12 but only 320 in zone 13.
A ducted system in a hot attic needs one of two routes under Section 150.1(c)9: R-19 under the roof deck with R-38 ceilings and R-8 ducts, or ducts inside conditioned space, field-verified, with R-6 ducts and a radiant barrier.
Commercial and local rules
Packing and cold-storage work falls under warehouses, refrigerated warehouses and grocery stores. None of the Energy Commission's ten approved local ordinances for the 2025 code is in the valley, so the report is modelled to the state code; ask the department about anything newer.
