Title 24 Reports for Homeowners

If this is your first permit, Title 24 is probably the least familiar thing on the list. Here is what it actually means for your project.

Title 24, Part 6 is California's Energy Code. When you pull a permit, your building department checks that your project meets it, and they expect documentation showing that. You are not expected to produce that documentation yourself — that is what we do.

What matters for your projects

Do I need a report?

If your permit touches the building envelope, HVAC, water heating or regulated lighting, then normally yes. Cosmetic work usually does not trigger it.

ADUs

Almost always require documentation. How your ADU is classified — new construction, addition or conversion — changes what applies.

Remodels

It depends on scope. Replacing finishes rarely triggers the code; replacing windows, HVAC or a water heater usually does.

Window replacement

An alteration to the building envelope, and normally regulated. Most jurisdictions want compliance documentation.

HVAC changeouts

Replacing heating or cooling equipment is a regulated alteration and commonly requires documentation and field verification.

Water heaters

A newly installed water heater is a regulated alteration under the Energy Code.

Garage conversions

Converting a garage into living space creates conditioned area and is a common ADU scenario.
