A Title 24 report is the energy compliance documentation submitted with your California building permit. It demonstrates that your design meets the California Energy Code for its building type, scope and climate zone.
What is actually in the report
For low-rise residential projects the central document is the CF1R Certificate of Compliance. It records the project details, the compliance approach used, the modelled results, the mandatory measures and any special features requiring field verification.

Two documents that are not part of it
The CF2R Certificate of Installation is completed by the contractor who installs the equipment, and the CF3R Certificate of Verification by a HERS rater after field testing. They appear during construction, not at design. Knowing which document belongs to whom prevents a lot of confusion at inspection.
