The county with its own climate zone

Every ZIP code the Energy Commission assigns to zone 7 sits inside San Diego County. No other county holds any part of it, which makes it effectively this county's own zone and makes compliance figures from other coastal parts of the state non-transferable here.

Zone 7 covers the coastal strip and much of the western county. Inland, the county moves into a valley zone shared with the Inland Empire — Escondido, Poway, Santee, Ramona and the northern reaches of the City of San Diego. Higher still, the Laguna and Cuyamaca mountains bring a mountain zone, and east of them the Anza-Borrego desert brings a desert zone.

Four zones over about ninety miles

That is a short distance for that much variation, and it is compressed by terrain rather than spread out. A project in Julian and one in La Jolla are an hour apart and are assessed against requirements built for quite different conditions.

The practical consequence is the same as elsewhere but sharper: the ZIP code decides, and it decides more here than in a flatter county.

City and unincorporated permitting

A project on unincorporated land is permitted by the county instead, and the two can run different submittal processes even where the energy requirements are identical. The California Energy Code itself is statewide — what changes locally is the climate zone the site falls in and how the jurisdiction wants the compliance documents presented.
