What Is the NRCI-PRC Form?

It is the Certificate of Installation for process systemsNRCI-PRC-E — signed by the person who installed the covered process equipment, certifying that what is on site matches what the compliance documents promised.

A different kind of statement from the compliance form

The compliance certificate is a design document: it says the equipment specified will meet the requirements. The installation certificate is a factual one: it says the equipment actually fitted is that equipment, installed as described.

That difference is the whole point of having two forms. A design can be compliant and the building still be wrong, because equipment gets substituted, value engineered or simply delivered differently from what was ordered.

Who signs it

The installer — the party responsible for putting the equipment in. On covered process work that is frequently a specialist rather than the general contractor: the refrigeration contractor for a supermarket rack, the elevator supplier for cab lighting and ventilation controls, the mechanical contractor for garage exhaust.

This is worth arranging in advance. A specialist subcontractor who has finished, been paid and left the site is a difficult person to obtain a signature from, and nobody else can properly give it.

Where substitution shows up

Covered process requirements attach to specific equipment characteristics — a condenser's fin density, a fan motor's efficiency, a compressor sequencing controller, a cab fan's watts per cfm. Every one of those is a property of the unit delivered, not of the design intent.

So a substitution that looks harmless commercially can break compliance quietly. An equivalent condenser with denser fins, a cheaper fan motor that is not electronically commutated, a compressor package without the sequencing controller — each passes an ordinary site inspection and fails this certificate.

It is not the acceptance test

The installation certificate records what was installed. An acceptance test demonstrates that it works — that the garage ventilation actually modulates on contaminant concentration, that the elevator lighting actually switches off after 15 minutes idle.

Those are the NRCA-PRC forms, and they are a separate obligation. Equipment can be correctly installed and incorrectly commissioned, which is precisely the gap acceptance testing exists to close.

The stage where a gap costs the most

A problem found at design stage is a specification change. The same problem found on this form is installed plant. Covered process equipment is heavy, piped, wired and often craned into place, and replacing a non-compliant condenser or compressor package after commissioning is a materially different exercise from choosing a different one on paper.

How to make it a formality

Give each specialist installer the relevant compliance requirements in writing before they order, name who will sign the certificate in their scope, and check submittals against the Section 120.6 characteristics rather than against capacity alone. Projects that do this treat the form as paperwork; projects that do not treat it as a discovery.
