What Title 24 Forms Does a Commercial Project Need?
Three families across three stages: NRCC certificates of compliance at design, NRCI certificates of installation during construction, and NRCA certificates of acceptance after functional testing. Which parts within each depends on the disciplines in scope.
The three stages
- NRCC — certificate of compliance, prepared at design stage from the drawings and submitted with the permit application
- NRCI — certificate of installation, completed during construction by the parties who install the regulated work
- NRCA — certificate of acceptance, completed after a certified technician functionally tests the installed lighting controls or mechanical systems
They are sequential and cannot be produced together: each reports on something the previous stage has not happened yet to establish.
Which parts, within each family
The discipline in the form name tells you. ENV covers the envelope, LTI indoor lighting, LTO outdoor lighting, MCH mechanical. A project completes the parts matching what it touches, so the honest answer to "which forms do I need" starts with which systems are in scope.
Reading the acceptance form names
NRCA names carry a suffix that says who may perform the test. -A requires a certified acceptance test technician; -F allows a field technician. So NRCA-MCH-02-A is the mechanical outdoor air test and needs a certified technician, while NRCA-LTI-02-A covers occupant sensing and automatic time switch controls.
What makes them valid
Mechanical NRCA forms must carry the watermark logo of a certified Mechanical ATTCP provider, and lighting acceptance forms are completed through an approved provider's database. Those mechanisms are how a plan checker distinguishes a genuine certificate from a blank somebody filled in.
Where multifamily differs
A building of four or more habitable storeys uses this nonresidential set. Up to three habitable storeys it uses the low-rise multifamily family instead — LMCC, LMCI and LMCV. The storey count decides it, so a design close to that boundary should settle it before the documents are started.
