What Is an NRCI Form?

The Certificate of Installation for nonresidential work — signed by whoever installed the equipment, confirming that what is on site matches what the compliance documents approved. There is one for each discipline the project touches.

The middle of three stages

Nonresidential compliance runs in three stages. NRCC is the Certificate of Compliance, produced at design and submitted with the permit application. NRCI is the Certificate of Installation, completed during construction. NRCA is the Certificate of Acceptance, completed after a functional test.

NRCI answers a different question from either neighbour. NRCC says the design will comply; NRCA says the installed system works. NRCI says the thing that was installed is the thing that was specified — which is the gap where substitutions live.

One per discipline

The 2025 set covers each regulated component:

  • NRCI-LTI-E — Indoor Lighting
  • NRCI-LTO-E — Outdoor Lighting
  • NRCI-LTS-E — Sign Lighting
  • NRCI-PLB-E — Domestic Water Heating System
  • NRCI-PRC-E — Process Systems
  • NRCI-ELC-E — Electrical Power Distribution
  • NRCI-SAB-E — Solar and Battery

You complete the ones your scope touches. A lighting-only tenant improvement produces NRCI-LTI-E and nothing else; a new building shell can produce most of the list.

The two that surprise people

NRCI-ELC-E exists because electrical power distribution is itself a regulated component — metering, circuit separation, controlled receptacles and voltage drop. Projects that never considered the distribution system as an energy matter are missing a certificate for it.

NRCI-SAB-E covers solar and battery, which many nonresidential new builds now require. It is a comparatively recent addition to the set and easy to overlook on a project where the PV package was procured separately.

Who signs, and why that matters

The installer signs — the party responsible for putting the equipment in. On a project with several specialist trades that means several signatures from several companies, each for their own discipline.

The practical consequence is that certificates have to be collected as trades finish rather than assembled at the end. A subcontractor who has completed, invoiced and left is a difficult person to get a signature from, and nobody else can give it in their place.

Where projects come unstuck

Value engineering. A specified unit is swapped for an equivalent that is cheaper and slightly less efficient, or a control package is trimmed. The building looks finished and correct, and the certificate cannot honestly be signed against the approved design.

Catching that at submittal review rather than at certificate stage is the whole difference between a specification conversation and installed plant that has to change.
