Why Do CF2R and CF3R Forms Need a Building Permit Number?

Part 1 requires every certificate of installation and verification to state the building permit under which the work was performed, so a CF2R or CF3R cannot be completed before a permit exists. The CF1R is the pre-permit document. The CF2R and CF3R belong to construction and testing that happen under the permit.

Where the number goes

Section 10-103(a)3B requires it on the certificate of installation, and 10-103(a)5A requires it on the certificate of verification. A registered CF3R also shows the lot location or address, a time and date stamp, and the provider's logo or seal. The same permit-number rule applies to nonresidential certificates of acceptance.

Why the code insists

An installer's signature declares that the work matches the plans the enforcement agency approved. The permit number ties that declaration to the approval, so the inspector can match the forms to one project file. That link is an inference, not a stated purpose.

What to do while the permit is pending

Nothing needs a CF2R yet. The CF1R goes in with the application, though for an alteration needing field verification where the department requires no plans, such as an HVAC changeout, the CF1R can be approved any time before final inspection. The installer registers the CF2R once the work is done under an issued permit. If work is already complete with no permit, start with getting unpermitted HVAC or water heater work permitted.

How a missing number stalls the chain

  • The ECC-Rater must confirm the CF1R and CF2R are registered before testing.
  • The rater may not submit a CF3R for a dwelling without a completed CF2R.
  • The department will not approve the job until it holds the required forms.

One blank on the installer's form can therefore hold up the whole sequence in the order of paperwork before the rater visit.

Check it against the permit card

Copy the number exactly as issued and use the permit's address. The registry's project status report is searched by project name and location, so a different address makes forms hard to find. A typo on a registered form is fixed by a new revision (correcting a registered form), and name mismatches are covered in a project name or address that does not match the permit.
