CF2R-ENV Forms: Installation Certificates for Windows, Insulation and Roofing

The envelope installation certificates are CF2R-ENV-01-E for fenestration, ENV-03-E for insulation and ENV-04-E for roofing radiant barrier, plus the rater-tested ENV-20-H, ENV-21-H and ENV-22-H. The installing trade signs each one. Only the three -H forms have a CF3R counterpart from an ECC-Rater.

The six numbers in one pass

  • ENV-01-E: fenestration installation.
  • ENV-03-E: insulation installation.
  • ENV-04-E: roofing, radiant barrier.
  • ENV-20-H: building leakage diagnostic test.
  • ENV-21-H and ENV-22-H: quality insulation installation (QII), framing stage and insulation installation stage.

When an inspector reads them

The compliance manual has the inspector check window and skylight U-factor and SHGC at the rough frame visit, and insulation R-value against the CF1R at the insulation inspection, before drywall goes up. Insulation disappears behind drywall, so the agency may require its CF2R to be posted as soon as that portion is complete (Part 1, Section 10-103(a)3F). The insulation installer is better off signing the day the work ends than at final.

Do not peel the window label early

A manufactured window or exterior door carries a temporary label with its U-factor, SHGC and visible transmittance, and Section 110.6(a)5A says it may not be removed before the enforcement agency inspects. Those labelled values are what the CF1R and the ENV-01-E are measured against. Posting and the owner's copy

The signed CF2R is posted at the job site, and when registration applies a registered copy goes to the homeowner. Registration applies whenever a CF3R is required, which is the case for the -H forms. For insulation quality, the rater's side is explained in quality insulation installation.

Who signs which

The window installer, insulation contractor and roofer each sign for their own scope, or a builder may sign for a subcontractor it hired while the subcontractor stays responsible.
