The basin and the rim

Sixteen of the 24 ZIP codes we derive for Shasta County are zone 11. They cover the basin around Redding, from Shasta Lake in the north to Anderson in the south, and east to Palo Cedro and Millville. The remaining eight are zone 16: Burney, Fall River Mills, Hat Creek, Cassel and Old Station out to the east, plus Castella up the Sacramento River canyon.

The county's three incorporated cities on the Department of Finance's 2026 estimates — Redding, Anderson and Shasta Lake — are all zone 11. Inside them the city issues the permit; outside them, on unincorporated land, the county does. None of the three reaches into zone 16: the mountain zone lies entirely outside city limits.

Highway 44 stays in the valley zone longer than expected

East of Redding, Highway 44 climbs toward Lassen. Palo Cedro is zone 11, as anyone would guess. Shingletown, well up the grade, is still zone 11 in the Energy Commission's table — the valley classification reaches further up that slope than the terrain suggests. The change to zone 16 comes only further on, at Old Station north of Lassen Volcanic National Park.

Highway 299 and Interstate 5

The other two roads out of the basin cross the line as well, and our Title 24 page for Redding walks through both: east on 299 Round Mountain is the last zone 11 community, and north on I-5 Lakehead is the last before zone 16 at Castella. Whichever road a Redding plan is taken up, it ends up assessed against mountain targets.

Why Cottonwood is missing from the list

Cottonwood, south of Anderson, is a Shasta County community, yet its ZIP code does not appear below. Census places 69 per cent of the land in 96022 on the Tehama side of the line, and our lists give each ZIP to the county holding most of its land. Nothing turns on it for the report: 96022 is zone 11, the same as Anderson to the north.
