Seven ready-drawn ADUs, one code behind

The city's Pre-Approved ADU Program offers seven designs, from the 400-square-foot Pied-à-terre to the 800-square-foot Shasta, with Blue Oak, Chinook, Descanso, Lassen and Milena in between; some come with a garage option. The pitch is faster plan review and less design time. All seven published plan sets name climate zone 11, which matches the Energy Commission's table for Redding, print their energy requirements on the sheets and cite the 2022 California Energy Code.

That matters because of a gap in the paperwork. The city's checklist for a pre-approved unit, last updated in June 2024, does not ask for separate energy calculations; the checklist for a custom ADU does. The 2025 Energy Code applies to permit applications submitted on or after 1 January 2026, so before relying on energy figures written to the earlier edition it is worth confirming with the Building Division what it now expects with a pre-approved set.

Solar on a roof built for snow

The same checklist calls for a separate photovoltaic permit on a new detached unit. Since 1970 Redding has required roofs to be designed for a 30 psf roof snow load, non-reducible, and the pre-approved plan sets carry the same figure. Homes built before 1970 cannot use the automated SolarAPP+ route, and adding panels to a roof not designed for that load means reinforcing it or showing it can carry the weight. A city-owned utility handles the meter

Redding Electric Utility has belonged to the city since 1921, when Redding bought the local system from a predecessor of PG&E. On the city's automated solar route, an REU customer uploads a signed interconnection agreement from the utility through the permitting portal before the permit is issued, and the AC disconnect must sit within ten feet of the REU meter and in sight of it. Permits themselves run through the Building Division's EnerGov self-service portal.

A wildfire code from January 2026

In January 2026 the City Council adopted the 2025 Wildfire Code, which requires new construction in designated fire hazard zones to meet defensible space standards and keep an ember-resistant zone closest to the building. That review sits alongside the energy report rather than inside it, but both describe the same walls, roof and windows.

Zone 16 along the highways out of town

Head east on State Route 299 and Round Mountain (96084) is still zone 11; Montgomery Creek, Burney and Fall River Mills beyond it are zone 16. North on Interstate 5 the pattern repeats: Lakehead (96051) is zone 11 and Castella (96017) is zone 16. Those are Shasta County permits, not the city's, and a Redding design taken up either road is modelled for a far colder climate.
