A short list with one exception
Del Norte's ZIP list is short: five ZIP codes. Four are zone 1, and they follow the shoreline — Smith River close to the Oregon line, Fort Dick, Crescent City itself, and Klamath at the southern end.
The odd one out is 95543, Gasquet's ZIP code, which is zone 16. One ZIP code is normally too little for us to credit a county with a zone, but this one sits entirely inside Del Norte, so there is no split to argue over. The mountain zone is a real part of the county.
Counted this way, no other California county pairs zone 1 with zone 16. The two sit at opposite ends of the Energy Commission's numbering, and in Del Norte they share a river.
US 199 crosses the line
US 199 leaves the coast just north of Crescent City and follows the Smith River inland toward Grants Pass. Hiouchi, near the start of that road, is still covered by the Crescent City ZIP code and is zone 1. Gasquet, further upriver, is zone 16: the mountain classification, applied here to a river valley not far from the sea.
Nothing on the drive marks the change, which is why we settle the zone from the address rather than from the view through the windscreen. A house plan carried from the fog belt up to Gasquet gets recalculated against mountain targets, not resubmitted.
Crescent City, and everywhere else
Crescent City is the only incorporated city in Del Norte County on the California Department of Finance's 2026 population estimates. Inside its limits the city issues the permit. Smith River, Hiouchi, Gasquet, Klamath: everything else is unincorporated, so the county handles it. The city lies wholly in zone 1 and never sees a zone 16 project.
