Commercial Refrigeration Under Title 24

A retail food store with 8,000 square feet or more of conditioned area, using refrigerated display cases or walk-ins connected to remote compressors, is a covered process. The core requirement is continuously variable speed condenser fans controlled in unison.

Three conditions define the scope

All three have to hold. It has to be a retail food store; it has to have 8,000 square feet or more of conditioned area; and it has to use refrigerated display cases or walk-in coolers or freezers connected to remote compressor or condensing units.

The remote condition is the one that decides most real projects. A café with three self-contained plug-in display units is not in scope however large the room, because each unit carries its own condenser. A supermarket with cases piped back to a machine room rack is squarely in scope. The line is about system architecture, not about how much refrigeration there is.

Note also that the area test is conditioned area — the sales floor and back of house that are heated or cooled — not refrigerated area. That is the opposite of how a refrigerated warehouse is measured, and the two are easy to confuse.

Condenser fans: variable speed, no exceptions by type

All condenser fans must be continuously variable speed, and the list of equipment this covers is deliberately exhaustive: air-cooled condensers, evaporative-cooled condensers, adiabatic condensers, gas coolers, air or water-cooled fluid coolers and cooling towers.

Naming every type closes the obvious argument. A store cannot escape the requirement by selecting an adiabatic condenser or a gas cooler and claiming it is not the equipment the code had in mind.

"In unison" is a control requirement, not a wiring note

The speed of all fans serving a common condenser high side must be controlled in unison. Fans on the same high side are working against the same pressure, so running some fast and some slow wastes energy without improving heat rejection.

This is a commissioning-visible requirement. A rack where fans stage on and off individually rather than modulating together does not comply, even where every fan has a variable speed drive fitted.

Multiple circuits: you choose the control variable

Where a condenser has several circuits served by a common fan or set of fans, the control strategy may use either the average condensing temperature or the highest condensing temperature of the individual circuits as the control variable.

That is a genuine design choice with a trade in it. Controlling to the highest circuit protects the worst-case load and is the conservative option; controlling to the average saves more fan energy but lets one circuit run warmer. Both comply, and the decision belongs to whoever is responsible for product temperature.

Where it interacts with the rest of the store

Refrigeration is only part of a food store's compliance. Display case lighting sits inside the lighting power calculation, refrigeration heat recovery affects the space conditioning design, and the cases themselves reject heat into a sales floor that is being cooled at the same time. A store assessed system by system, with nobody looking across them, is where the awkward findings come from.

Establish this before equipment selection

Whether the refrigeration is remote or self-contained, the conditioned area, and the condenser type and circuiting. Those answers determine whether the section applies at all and which control strategy is being committed to — and a rack ordered without variable speed condenser fans is not a documentation problem, it is the wrong equipment.
