Commercial Electrical Power Distribution and Title 24
The Energy Code regulates how a building distributes electricity, not only what consumes it — metering, how circuits are separated, which receptacles switch off, and how much voltage may be lost getting to them.
Distribution is a regulated component
It is easy to think of the Energy Code as being about equipment: the chiller, the luminaire, the water heater. Section 130.5 regulates the wiring between them — how the building is metered, how its circuits are grouped, and how much energy is lost in the conductors.
The reasoning is that a building nobody can measure cannot be managed, and energy dropped in a cable is as wasted as energy burned in an inefficient boiler. Both are addressed here.

Subsection (e) is not in that list because it states no requirement of its own — it is a pointer to Section 110.12 for demand responsive controls and equipment, including demand responsive control of controlled receptacles.
Almost everything here scales with kVA
The metering and circuit separation requirements step up at 50, 250 and 1000 kVA. That makes service size the single most important input, and it is set by the electrical design rather than by the architecture or the energy calculation.
One requirement has no size threshold at all: EV charging load must be monitorable in aggregate at every service size. It is the only load type treated that way.
Why this gets missed more than any other component
Nothing in Section 130.5 is visible on a floor plan or an elevation. Compliance is determined by the single-line diagram and the panel schedule — documents the energy consultant usually never sees, produced by an engineer who may not know the Energy Code reaches them.
The consequence is a distribution design that cannot satisfy the requirement, discovered after panels are specified. Establishing the service size and the required separation before the distribution is laid out is the whole of the work here.
Healthcare sits largely outside it
Healthcare facilities, and systems subject to California Electrical Code Article 517, are excepted from the metering and circuit separation requirements. Where electrical design is governed by patient safety, energy monitoring does not get to reorganise it.
