Commercial Title 24 Envelope Requirements
The building envelope is one of the components the Energy Code regulates, so glazing, roofing, insulation and storefront work bring a commercial project into scope on their own.
Envelope work is regulated work
Most commercial fit-outs leave the envelope alone, which is why it gets less attention than lighting and mechanical. But the envelope is explicitly one of the regulated components, alongside water heating, ventilation, space conditioning, the three lighting categories, electrical power distribution and covered process. Touch it and the project is an alteration under Section 141.0(b).
What typically brings it in
Replacing or adding glazing. Re-roofing where the assembly changes. Adding insulation, or opening up an assembly in a way that allows it. A new storefront or entrance. Adding skylights. Each of those changes the thermal boundary, which is what the requirements are written about.
What generally does not: interior finishes, non-structural partitions inside the existing boundary, and work that leaves the exterior assemblies untouched.
Alteration, not whole-building
The assessment attaches to what changes. Prescriptively, the altered components and any newly installed equipment serving them have to meet the applicable requirements of the relevant sections. On the performance path, Section 141.0(b)2 applies and the compliance software takes the standard design for the altered component from Table 141.0-E — which is the mechanism that lets a design trade a shortfall in one place against a gain elsewhere.

Why the envelope decides the compliance path
Glazing area is the usual reason a commercial design leaves the prescriptive route. A heavily glazed elevation can be perfectly buildable and still fail a prescriptive check, and the answer is normally the performance path rather than less glass — but that has to be modelled, not asserted.
