Commercial Thermostat and Zoning Requirements
Zonal thermostatic controls must be settable down to 55°F for heating and up to 85°F for cooling, and where they do both they need a deadband of at least 5°F in which neither runs. Setback requirements depend on local design temperatures.
The three numbers
Where a thermostatic control is used for comfort heating, it must be capable of being set — locally or remotely — down to 55°F or lower. Where used for comfort cooling, up to 85°F or higher.
These are not operating setpoints. They are the range the control must be capable of, so that a building can be set back when unoccupied rather than being held at comfort conditions by a thermostat that cannot go any further.
The 5°F deadband is the one that gets missed
Where a control handles both heating and cooling, it must also provide a temperature range or deadband of at least 5°F within which the supply of heating and cooling energy to the zone is shut off or reduced to a minimum.
Without a deadband a zone can hunt — heating until it overshoots the cooling setpoint, then cooling until it undershoots the heating one, burning both fuels against each other indefinitely. Simultaneous heating and cooling is among the most wasteful things a building can do, and it is invisible to occupants because the space feels fine.
Setback and setup depend on where you are
Two requirements are conditioned on local climate rather than applying everywhere:
- Thermostat setback controls are not required where the Winter Median of Extremes outdoor air temperature is greater than 32°F
- Thermostat setup controls are not required where the Summer Design Dry Bulb 0.5 per cent temperature is less than 100°F
Both exemptions follow the same reasoning: where the outdoor condition never gets extreme enough, the control has little to do. A mild coastal location can be outside both, while an inland site is inside at least one.
These are specific published design temperatures for the location, not general impressions of the climate — so this is a lookup rather than a judgement.
The perimeter system exception
An independent perimeter heating or cooling system may serve more than one zone without individual thermostatic controls, but only if all four conditions hold:
- all the zones are also served by an interior cooling system
- the perimeter system is designed solely to offset envelope heat losses or gains
- it has at least one thermostatic control for each building orientation of 50 feet or more
- it is controlled by at least one thermostat located in one of the zones it serves
The orientation condition is the substance of it. A north elevation and a west elevation face entirely different loads at entirely different times of day, so one control cannot serve both sensibly. The exception permits a shared perimeter system while still requiring it to respond per orientation.
Why this is cheap to get right
Every requirement here is satisfied by control capability and zoning layout, both decided at design stage at essentially no cost. The same requirements discovered after commissioning mean replacing controls or re-zoning — and simultaneous heating and cooling, once built in, is very hard to find because nobody complains about it.
