Does Title 24 Require Skylights in Large Spaces?

Effectively yes, for a specific shape of building. A large enclosed space over 5,000 square feet, directly under a roof, with ceilings above 15 feet, in climate zones 2 through 15, has to get at least 75 per cent of its floor area into a daylit zone — and toplighting is usually the only practical way to reach that.

Four conditions, all of which must hold

The requirement is narrow but strict. The space has to be an enclosed space greater than 5,000 square feet; it has to be directly under a roof; its ceiling height has to exceed 15 feet; and it has to be in climate zone 2 through 15. Miss any one and the requirement does not apply at all.

Two details get missed. It applies to unconditioned spaces as well as conditioned ones, so an unheated distribution shed is not outside it. And climate zones 1 and 16 are excluded — the far north coast and the mountains — which is one of the few places in the Energy Code where a zone number decides whether a rule exists rather than how strict it is.

How the 75 per cent is measured

Measured in plan view, at least 75 per cent of the floor area has to fall inside one or both of two things: a primary sidelit daylit zone, or the floor area within a horizontal distance of 0.7 times the average ceiling height from the edge of a skylight's rough opening.

That multiplier is what makes a tall space easier to satisfy than a low one. At a 20-foot ceiling each skylight reaches 14 feet outward in every direction; at 16 feet it reaches 11.2. Raising the roof enlarges every skylight's catchment at once, which is worth knowing before the number of skylights is fixed.

The exceptions are broad, and worth checking first

Auditoriums, churches, movie theatres, museums and refrigerated warehouses are excepted. The logic is visible in the list: spaces where daylight defeats the purpose of the room, or where a roof penetration is a thermal problem rather than a saving.

There is also an exception for any enclosed space whose designed general lighting system has a lighting power density below 0.5 watts per square foot. A genuinely efficient scheme can therefore exempt itself, since there is little left for daylight to displace.

The zones have to be drawn

Skylit and primary sidelit daylit zones must be shown on the building plans. This is not a calculation kept in the energy consultant's file — the zones are drawing content, and a plan set without them is incomplete on this point regardless of whether the geometry works.

General lighting inside those zones then has to be controlled under the daylighting control requirements, so satisfying this section always pulls controls in behind it. Designing the skylights and leaving the controls to the electrical package is the common sequencing error.

Settle it at massing, not at permit

Every input here is fixed early: floor area, roof relationship, ceiling height, climate zone. By the time a plan set is at permit, adding skylights to a designed roof means reopening structure, membrane and often the sprinkler layout. This is the cheapest requirement in the code to design for and one of the most expensive to retrofit into a drawing.
