Can I Do My Own Title 24 Report?

You can prepare the compliance documents yourself, because California does not license documentation authors. You cannot do the whole job alone: installers must sign the CF2R, and where the project needs testing, only a certified ECC-Rater can sign the CF3R.

The CF1R: yes, with conditions

Anyone may be the documentation author, as who can prepare a Title 24 report explains. The design still needs a responsible person. For wood-framed houses that need no licensed designer, the compliance manual lets the builder sign as the responsible building designer. For an alteration, the Appendices have the owner or the owner’s agent sign, if eligible under the Business and Professions Code. A performance calculation needs Commission-approved compliance software. Where testing applies, the CF1R must also be registered with an ECC-Provider, which means a registry account.

The CF2R: the installer signs

Each CF2R is signed by the person in charge of the installation who is eligible under Division 3 of the Business and Professions Code for that work, or by an authorized representative under a written agreement. You cannot sign for a trade you hired. A rater may help prepare it but cannot certify the installation.

The CF3R: never yours

Only the certified ECC-Rater who ran the test signs the CF3R, and the rater must be independent of the builder and installer, as whether a contractor can do the test explains. The ECC-Rater, formerly the HERS rater, may not sign the CF1R as responsible designer either.

What the department checks
