Can I Submit a Title 24 Report Electronically? Signatures, PDFs and Registered Copies

Yes. Part 1, Section 10-103(a)1 accepts original signatures on paper or electronic signatures on electronic documents that meet Joint Appendix JA7. Where field verification means the CF1R must be registered, the file you upload should be the registered copy from the ECC-Provider's registry, not a rescan or a retyped version.

Both media are written into the code

Section 10-103(a)1 pairs each kind of signature with its medium: an original on a paper document, or an electronic signature on an electronic document that follows JA7. A scan of a wet-signed sheet is neither and the text does not mention it, so ask your department whether its portal takes one. Forms must also be readily legible and in the Commission-approved format.

When the upload has to come from the registry

For low-rise residential projects whose compliance needs field verification, the CF1R is registered with an ECC-Provider, and Section 10-103(a)1A makes both signatures electronic. A certificate built into the plan set must then be a copy of the registered document (Section 10-103(a)2A). In October 2026 CHEERS is the only ECC-Provider the Commission lists as approved; the registration lookup page shows how to find a number.

How a reviewer can trust a PDF

JA7.5.5 makes the current revision held in the registry the reference for authenticity. The registry puts a digital certificate over the entire document, so a recipient can validate an electronic copy automatically, or compare a printout with the registry copy by eye. After a revision, only the latest registered revision is valid for submittal.

What to put in the portal

  • Every page of the CF1R. A registered multi-page document repeats its registration number on each page (JA7.5.2.1).
  • The plan sheet that carries the certificate, if your department wants it incorporated into the drawings, as the plan set page describes.
  • The compliance software input file, only if the department asks for it (Section 10-103(a)2C).

Keep a copy for the final inspection

Installers' and raters' certificates may be posted, kept with the permit, or shown on an approved registry, and the builder leaves copies for the owner in paper or electronic form (Section 10-103(b)1A).
