Does the Price of a Title 24 Report Depend on My City or Climate Zone?
Not for us. Price follows building size, project type and delivery speed, and a zone 16 house costs the same to document as one in zone 6. Location still changes the design: each of the 16 climate zones has its own prescriptive values, and a city can add a reach code.

What the state fixes everywhere
The Commission set typical weather data, prescriptive packages and energy budgets for 16 climate zones. The zone comes from the climate zone or ZIP code of the proposed building, and the same adjustment is applied to the proposed and standard designs. The certificate of compliance format is Commission-approved and identical statewide, so reports look alike in every city. A quote from another city is therefore a fair comparison, as comparing two quotes shows.
What the climate zone changes
It changes the numbers the design must meet, which is design effort rather than a fee. In Table 150.1-A the maximum window U-factor is 0.30 in zones 6 to 10 and in zone 15, and 0.27 elsewhere. The maximum SHGC is 0.23 in most zones, 0.20 in zone 15 and not required in zones 1, 3, 5 and 16. Steep-slope roofs in zones 10 to 15 need an aged solar reflectance of at least 0.20 or an SRI of 16. When a city makes the job bigger
A local government may enforce stricter energy standards only after adopting a cost-effectiveness determination at a public meeting and receiving a Commission finding that they require buildings to use less energy than Part 6. Who approves it
The enforcement agency is the city, county or state agency that issues the building permit, and it approves the certificate by stamp or authorized signature before the permit issues. Departments differ in who reviews and how; see who enforces Title 24 and the locations we serve.
