2025 Residential Mandatory Measures: A Section 150.0 Checklist

Section 150.0 is the list of mandatory features and devices for a newly constructed single-family building, and it runs from (a) to (v) with (l) reserved. A new house meets it whichever compliance route it takes. Additions and alterations meet only the parts Section 150.2 names.

Mandatory measures cannot be traded away in the performance method, and compliance software may not check every one, so read the list against your drawings. Numbers below are the 2025 text.

  • (a) Roof and ceiling. Ceilings U-0.043 or R-22 between framing. Attic access doors insulated and gasketed.
  • (c) Walls. U-0.095 in 2x4 framing and U-0.069 in 2x6, or R-15 and R-21 at 16 inches on center. (d) Raised floors: U-0.037 or R-19.
  • (e) Fireplaces need closable doors, a combustion air intake and a flue damper. See fireplaces.
  • (g) Vapor retarder over an unvented crawl space floor, and in zones 14 and 16 on the conditioned side of insulation in exterior walls and attics.
  • (h) Space conditioning. Loads by ASHRAE, SMACNA or Manual J, with 68°F and 75°F indoor design temperatures and a heat pump defrost delay of at least 90 minutes. Supplementary heat locks out above 35°F, with exceptions. (i) A setback thermostat.
  • (j) Piping. Hot water piping insulated under California Plumbing Code 609.12.
  • (k) Lighting meets JA8. See JA8 lighting.
  • (m) Ducts. R-6.0 insulation unless an exception applies, with mastic or tape seals.
  • (n) Water heating. A gas water heater needs a 2.5 by 2.5 foot space, 7 feet tall, ready for a heat pump water heater.
  • (o) Ventilation to ASHRAE 62.2 as amended, and opening windows do not count. See whole-house ventilation.
  • (p) Pools have pump and piping rules; (q) windows a 0.40 maximum weighted U-factor, with exceptions.
  • (r) Solar ready. (s) Battery ready for one or two dwelling units on service over 125 amps, with a 225 amp busbar.
  • (t) to (v) Electric-ready for gas furnaces, cooktops (50 amp) and dryers (30 amp). See electric-ready.
