CalCERTS to CHEERS: Which Registry Holds My Project?

A project registered after August 2024 is in CHEERS. CalCERTS stopped registering on 2 August 2024, and a project it had started but not finished had to be restarted in CHEERS. Finished CalCERTS documents stay valid, but the registry itself has been closed to the public since September 2024.

What CalCERTS did

CalCERTS told the Energy Commission that on 2 August 2024 it would stop operating as a provider and relinquish all its approvals. Registered users and building departments could download documents until 1 September 2024, after which its registry was removed from public access. It said documents it held for the 2016, 2019 and 2022 code cycles would be transferred to the Commission.

What the Commission required

The Commission’s advisory of 16 August 2024 told building departments that from 3 September 2024 they could no longer accept CalCERTS-registered documents to issue a permit. Only CHEERS-registered ones counted. A project started in CalCERTS and not complete on 2 August had to be restarted in CHEERS. Documents already signed by the responsible person remained complete and valid, and a CHEERS user could duplicate them into CHEERS, keeping the originals for ten years.

Which registry now

The Commission’s ECC-Providers page lists CHEERS as the only approved ECC-Provider as of October 2026, approved on 12 November 2025, and its registry also holds 2013 to 2022 code documentation. One other application is pending. A permit applied for today under the 2025 Energy Code is registered with CHEERS.

Finding old documents

The Commission says it does not retain compliance documents for public access, and it advised in 2024 that it cannot distribute them.
