Do I Need Title 24 for a Detached Office or Studio?
Yes, if it is heated, cooled or lit, but which rulebook applies depends on how the building department classifies the building. A studio used by the household as an accessory building follows the single-family sections. One classified as a business occupancy follows the nonresidential sections, which use different sections and different certificates.

Two rulebooks
A Group U building on a residential site is a single-family building under Section 100.1, so a new conditioned studio meets Section 150.0 and either route of Section 150.1. A building in a nonresidential group follows Sections 120.0 to 140.8 when it is mechanically heated or cooled, with the mandatory measures plus the prescriptive or performance approach. If it is unconditioned, only a short list applies: Sections 110.9, 110.10, 120.6, 130.0 to 130.5, 140.3(c) and 140.6 to 140.8. Changing the use of an old building
For an alteration that changes the occupancy classification, Section 100.0(e)3 applies the rules of the occupancy after the change. A detached garage turned into a client-facing office, if the department classes it as a business occupancy, is read forward as a nonresidential alteration, not a garage conversion. Where both uses share one building, one occupancy at 80 percent or more of conditioned floor area may govern the envelope, HVAC and water heating, but lighting is checked for each (residential versus nonresidential).
If it stays accessory and residential
- Recessed ceiling downlights must have no screw-base sockets and be certified airtight (under 2.0 cfm at 75 pascals).
- Lighting needs readily accessible wall-mounted on-off controls.
- In bathrooms, garages, laundry and utility rooms and walk-in closets, at least one luminaire has an automatic-off sensor.
Adding a mini-split to an existing shed makes newly conditioned space, handled as an addition (unconditioned space).
