Do I Need Title 24 for a Pool House?

Yes, in some form. A pool house on a residential lot is a single-family building as Part 6 defines it, so even an unheated cabana has lighting rules. If it is enclosed and air-conditioned it becomes a new conditioned building, with an envelope package and a solar calculation that counts zero dwelling units.

When a pool house counts as conditioned

Section 100.1 speaks of enclosed space and sets the line at heating above 10 Btu per hour per square foot or cooling above 5. For a 300 square foot room that is 3,000 Btu/h of heating or 1,500 Btu/h of cooling, so a 6,000 Btu/h cooling unit is already four times the line. Whether an open-sided cabana is an enclosed building is for the department to say.

What a conditioned pool house triggers

It is a newly constructed building: the mandatory measures of Section 150.0, then the prescriptive or performance route of Section 150.1. The compliance manual's Example 7-2 says a conditioned pool house must meet the solar requirement, with no dwelling units counted. The requirement is the smaller of the equation and the solar access roof area times 18 watts per square foot (14 on low slopes). A steep roof with under 80 contiguous square feet of usable area owes none, nor does a result under 1.8 kWdc, and a battery system may cut the equation size by 25 percent. At 600 square feet the equation gives only 0.34 kW in zone 7 and 0.94 kW in zone 15, so none is needed in any zone.

What the pool equipment adds

The pump, heater and cover rules follow the pool, not the building (pool and spa requirements). Lighting on a pool house is regulated as on the main house, including outdoor fixtures on other buildings on the lot (outdoor lighting). Ventilation under Section 150.0(o) is written for dwelling units, so ask the department whether it wants a bathroom fan.

When it stops being a pool house
