Can You Reuse a Title 24 Report?

Sometimes, but less often than people hope. A CF1R certifies one project at one location, its energy budget belongs to one climate zone, and a new permit application is checked against the code in force on the day it is made, which today is the 2025 Energy Code.

What ties a report to one project

Section 10-103(a)1 of Part 1 sets out what a certificate of compliance has to contain. It lists the energy features the building needs. It names the project and its location, and that name and location must match the plans submitted with the permit application. Where registration is required, it displays the unique registration number the data registry assigned to it. The documentation author and the person responsible for the design both sign it.

Each of those links the document to a single job. Changing the address on a copy does not make it a report for a different house.

The same plans on another lot

On the performance path, the design is compared with a standard design energy budget "for the applicable climate zone" (Section 150.1(b)2A). The prescriptive package changes by zone too: the maximum window U-factor in Table 150.1-A is 0.27 in some zones and 0.30 in others. A plan shown to comply in one zone has not been shown to comply in the next. Check the new lot on our climate zone pages before assuming anything.

Within one zone, orientation is the next question. A report modelled facing east covers the house facing east. For builders repeating a plan, the multiple orientation exception to Section 150.1(b)2A lets one model show compliance in all four cardinal orientations, and the CEC's single-family manual says one CF1R covering all four is enough for each unique or reversed plan in the same climate zone. Master plans using it connect to that CF1R in the ECC registry, and every house still gets its own CF2R and CF3R.

Model homes under the 2025 state law

AB 130, in force since 30 June 2025, amended Health and Safety Code Section 18938.5. As the Building Standards Commission quotes it, the standards in effect when a permit application was submitted for a dwelling based on an approved model home design apply to future dwellings based on that design in the same jurisdiction, until the design substantially changes or 10 years have passed since the model home's permit was approved. The Commission says it cannot give guidance on this provision and refers jurisdictions to their legal counsel, so ask your building department how it applies it. On its face it settles which edition governs; the Energy Code still sets its requirements by climate zone.

A new owner

Part 6 does not tie a report to whoever owns the property, so a sale alone does not undo it. What counts is the permit and the design. A new owner carrying on under the same live permit, with the same design, keeps the approved report. Change the design and Section 10-103(a)2B applies: where a change may take the building out of compliance, amended plans and certificates go back to the department for approval.

A resubmitted or new permit

Answering plan check comments keeps the same application, and the report is revised to match. A fresh application is different. Under Section 10-103(d)1 the department may not issue a permit unless it finds the design meets the Part 6 requirements in effect on the date that permit was applied for. What does carry over

The inputs do. Drawings, window schedules, assemblies and equipment selections can all feed a new calculation for the new lot, zone or edition.
