What Papers Must the Builder Leave in Your Home After Final Inspection?
Besides copies of the energy forms, the builder must leave operating instructions for the installed energy features, maintenance information with a label for anything needing routine upkeep, a schedule of the interior luminaires and lamps installed to meet the lighting rules, and ventilation information giving outdoor air quantities and how to run the range hood and bath fans.

A completeness check for a new owner
Section 10-103(b) of Part 1 has the enforcement agency require all of the following at final inspection, left in the building for the owner, on paper or electronically. For low-rise homes the operating information goes in a folder or manual.
The forms
Copies of every certificate of compliance, installation and verification submitted. The CF1R, CF2R and CF3R set is described in documents at final inspection.
The four items that are not forms
- Operating information: how to run each installed feature and device correctly and efficiently.
- Maintenance information: for anything needing routine upkeep, with the required actions on a readily accessible label. The label may simply name the manufacturer's manual by title or publication number.
- A luminaire schedule: for low-rise homes, every interior luminaire and lamp installed to comply with Section 150.0(k).
- Ventilation information: the outdoor air quantities the whole-dwelling ventilation system is designed to provide, plus instructions for operating and maintaining it and the local exhaust, including when to use the kitchen range hood and bathroom fans.
Remodel versus new home
Part 1 words the duty around features installed in the building and does not limit it to new homes, but how a department applies it to a remodel is local. A new heat pump water heater or a hood added in a kitchen remodel comes with operating sheets worth keeping. The ventilation fan rules are in whole-house ventilation.
If nothing was left
Ask the builder in writing, citing the section, since the duty sits with the builder and is checked at final. Copies of the forms can often be traced as in finding your Title 24 report and getting your CF2R.
Rentals and shared systems
Where units are not individually owned and operated, or are centrally operated, operating and maintenance information goes to whoever runs and maintains the system. For ventilation, the owner or representative must give occupants a copy of the system information at the start of their occupancy. See the landlord's guide to Title 24.
