Title 24 Documents by Job Type: What Each Project Carries From Permit to Final
Each job carries a design certificate (CF1R) at permit, installer certificates (CF2R) during work and, only for rater-tested measures, verification certificates (CF3R) at the end. New homes and HVAC changeouts typically carry all three. Window and water heater swaps without a rater test may need only a simple set, or none, at the department's discretion.

- New single-family home. CF1R-NCB-01-E for the prescriptive route or CF1R-PRF-01-E for performance, then CF2Rs by trade. Registration is required for all newly constructed homes, and a CF3R for each tested feature. See the NCB-01 form.
- Addition. CF1R-ADD-01-E for additions under 1,000 square feet, NCB-01 at 1,000 or more, and the ADD-02 pair when no field verification applies. Addition forms lists the choices.
- HVAC changeout. CF1R-ALT-02-E, the mechanical CF2R and its test forms, and a CF3R for each test the CF1R requires. When verification is required, the agency cannot approve the work without a registered CF1R, CF2R and CF3R. HVAC replacement forms goes deeper.
- Window or water heater replacement. Normally the no-verification route, CF1R-ALT-05-E with CF2R-ALT-05-E (windows, water heaters).
- Roof or insulation alteration. A prescriptive alterations CF1R, then the ENV insulation or radiant barrier CF2R; a CF3R only if the CF1R lists a rater-verified feature (roof and insulation forms).
What stays the same
CF2Rs are grouped by trade: envelope, lighting, mechanical, plumbing and solar. CF3Rs mirror the test (-H) CF2Rs and exist only for measures needing ECC-Verification. The difference between the three forms is explained separately.
Which cells the department decides
For alterations without field verification, and additions under 300 square feet without it, the department may require no certificates or a simplified set (Section 10-103(a)1C and 3D). Whether those papers must be registered is also a local question. Registration is mandatory whenever a CF3R is required. For an HVAC alteration that needs field verification, where the department requires no plans, the CF1R can be approved before final instead of before the permit.
Which jobs always involve a rater

Not necessarily. CF3Rs exist only for rater-tested measures, and the department may waive or simplify installer certificates for alterations without field verification.
